自內政部於公告TWD97[2010]坐標系統成果後,為銜接TWD97與TWD97[2010]新舊兩種基本圖成果是迫切的需求。故本研究目的是為了能讓這兩種坐標系統所產製之基本地形圖能經由一種精簡且符合製圖精度的轉換方法相互轉換。
研究中以花蓮地區五千分之一圖幅為單位進行坐標轉換,並利用條件式點位篩選機制選取局部最適合控制點來進行坐標轉換,藉此探討僅利用平移方式來轉換圖資是否符合製圖精度。研究成果顯示目標區各圖幅轉換後之平移量最大為0.73公尺,相鄰圖幅間錯動最大值為0.39公尺,遠小於基本地形圖製圖精度1.25公尺,證明本方法可簡易並快速的獲得符合精度的坐標轉換後的基本圖。

The basemap coordinate transformation between TWD97 and TWD97[2010] system is an urgent need, since the Ministry of the Interior after the announcement TWD97[2010] system. The purpose of this study was to make basemap mutual conversion more quickly and more accurately.
Study to Hualien area basemap of coordinate transformation units in 1/5,000 map sheet, and use of the conditional contral points screening mechanism to select the most suitable local control points for coordinate transformation, whereby investigate using only way to convert map data translation meets mapping accuracy. Research shows that the amount of translation error of the target area after converting each map sheet up to 0.73 meters, the offset between adjacent map sheets a maximum of 0.39 meters, far less than the accuracy of 1.25 m topographic mapping, that this method can be simple and quick access to meet the coordinate accuracy after transformation.
