This indicates an "out-of-space" problem in your database, specifically in the APPS_TS_SEED tablespace.
One option would be to manually resize the datafile for this tablespace to a larger value. Another option would be to add a second datafile to this tablespace. A third option would be to modify the current datafile for this tablespace to allow it to auto-extentd, if necessary. (This assumes that it is not set that way now, and this assumes that it is not already at the largest filesize that your system supports.)
Of course, before making any of these changes in the database, you need to check in your O/S and/or storage system to make sure that there is unused free space on disk that can be added to this Oracle tablespace.
