2、第二段

本段主要用来提出具体的解决办法。如下面的范文所示：

Firstly, the waste or the waste water can only be poured into a river or into the sea after it has been properly treated . And any violation of this must be put to maximum penalty . Secondly, every one of us should try our best to save water. For example, we can save the hand-washing water to clean the toilet.
