Here's the error message:  "Excel cannot open the file PERSONAL.XLSB because the file format or file extension is not valid.  Verify that the file has not been corrupted and that the file extension matches the format of the file."

I have a custom Personal.xls file containing macros I use for a custom software program.  That file is installed properly and DOES come up and works just fine for all the files that use the macros.  I don't need a PERSONAL.XLSB file and have never been able to find it anyway.
