By removing the SIB tables and restarting WAS the user was able to connect again to the hub using workbench
Below the steps: (Note: if you are using this database DB2 z/OS you need to create the SIB table manually).
1. Stop the application server (agent, node, WAS).
2. Drop the SIB tables from the database. There are 9 tables starting with SIB - SIB000, SIB001, SIB002, SIBCLASSMAP, SIBKEYS, SIBLISTING, SIBOWNER, SIBOWNERO, and SIBXACTS.
3. Restart the application server (WAS, node, agent).
4. Check that all the process start and try to deploy your workbench project
