I am Vijay, an Independent Advisor. I am here to work with you on this problem.
Try following -
Open Excel > File > Options > Trust Center > Trust Center Settings >
Macro Settings > Enable all macros
Activex Settings > Enable all controls...
If above doesn't work, refer to this thread and do following -
1. Check for Windows updates in Windows Key+i > Update & security
2. How to boot in Clean boot mode -

I have an Excel file with VBA code created in 2013 and brought home to work on in a 2016 environment.
I encountered this error immediately and finally found this solution.
In the Turn Windows features on or off panel ( you can find this in search )
Ensure the
.NET Framework 3.5
control and the two
Windows Communication Foundation
sub controls are selected and installed.
This took a little time and resolved the problem for me without the need for a reboot.
