Can't install visual studio due to Microsoft.VisualStudio.Setup.Configuration

It won't let me install visual studio at all simple as that.
This is the log it gave me:

Please try following suggestions:
  navigate to C:\ProgramData\Microsoft\VisualStudio\Packages\Microsoft.VisualStudio.Setup.Configuration,version=3.4.1128.26111 folder and double click to run Microsoft.VisualStudio.Setup.Configuration.msi file manually, if it exists.
  If above file doesn’t exist, please first try to backup this folder and remove this folder, then repair/continue your installation.
  If this issue persists, please check if any installed/used antivirus/proxy/extension/group policy blocks you from installing this package. Disable any of them, if possible, to test.
  Besides, please make sure that you have full permissions for your machine.

						I have the same issue and both your solutions don't work for me.    

Double clicking the "Microsoft.VisualStudio.Setup.Configuration.msi" file I have this error message: "the system has set policies to prevent this installation".    

Deleting the folder doesn't work.    

Disable antivirus doesn't work.
