I keep getting this code when I try to open Excel 2016 from another program

Please advise on how to fix this

Try to repair your office installation and see if it fixes the issue.
Open Microsoft Windows Settings.
Click Apps to open the Apps & features window.
Find and click your Microsoft application in the list.
Select Modify, then "Quick Repair", and follow the onscreen instructions.
Once the fix is applied, restart your computer.
Then, re-try opening your excel workbook.
if the problem still persists, try the above method again with "Online Repair"

I have done that multi times. and just did it again. I only have this problem when I’m running 64 Bit if I go back to the 32 Bit that problem goes away however the clipboard problem is unbearable and impossible to work with.  I am currently running the latest version 2008 (Build 13127.20408).

Do you have any other suggestions

Have you tried opening your excel file in safe mode and see if the problem still persists?

i'm sorry but I think I had your problem misunderstood. I thought you get the error message "unable to start excel" when attempting to open the app. Could you please share to us a more detailed description of the scenario? May I know what data you are importing? Do you get the error when using a specific tool or maybe add-in? Please let us know to help us investigate the issue further. I've found a few similar cases in the Technet forum but the issue is about a different third-party application running in a 64-bit operating system not importing some data to MS excel. I think you need to use regsvr32.exe to register and I think you need some IT assistance for this. That being said, and as this is a public forum and we don't work for Microsoft, I would suggest you to raise this question in the Technet Microsoft Forum or now Microsoft Q&A. The IT experts can further assist you in a better practice.
